From TOL, an article by me good friend. I think he's right on the fundamentals, but am not yet convinced that the EU is really ready to act as he suggests. He's moving to Brussels shortly so we'll be able to compare notes more often in future. A lot will deepnd on who the EU special representative is and what he (the four candidates are male) actually does.
