I'm afraid I only recognize the PM/President of Liberia in that set.

My guesses for the others:

No.3 is Gro Bruntland of Norway?
No. 4 is the President of the Philippines?

Is it something like they are their country's SECOND female head of state?

This works for Ireland and Argentina, not so sure of the others, though I know the Phillippines has had more than one woman head of state.
